Quality Leisure Management (QLM) are a leading leisure management consultancy that provide strategic and operational health and safety support and advice to the sport, leisure and culture sectors.
Established in 1990, QLM specialise in providing practical and cost-effective health, safety and quality management consultancy.
QLM have been operating for over 30 years and are currently retained to provide health and safety support to over 70 sport, leisure and culture operators. These include private management companies’ leisure trusts and local authorities. Currently supporting over 450 facilities of varying types in England, Scotland, Wales and Northern Ireland.

QLM provide regular expert witness reports for civil and criminal cases and have been engaged by the Health and Safety Executive, solicitors and insurance companies in support of sport, leisure, culture and hospitality cases.
In addition to health and safety, we have extensive experience in the development of quality and integrated management systems and offer a range of consultancy services to design, improve and manage your management system, including quality (ISO 9001), environmental (ISO 14001), health and safety (ISO 45001).

Consultancy Team
The QLM team are all qualified leisure health and safety consultants who provide such a service with leisure industry professional qualifications as members or fellows of the Charter Institute for the Management of Sport and Physical Activity (MCIMSPA or FCIMSPA respectively) and a minimum of Graduate membership of IOSH (Grad IOSH) who are working towards chartered membership of the Institution of Occupational Safety and Health (CMIOSH). CMIOSH team members are listed on the Occupational Safety and Health Consultants Register (OSHCR).
Doug Tapp is a member of the Pool Water Treatment Advisory Group (MPWTAG). Terry Allen and Andy Ebben are also Technician member of the Institute of Fire Safety Managers (TIFSM) and graduate member of the Institute of Fire Engineers (GradIFireE) respectively. Paul Hackett is member of the Institute of Fire Safety Managers (MIFSM) and on the tier 2 Competent Fire Risk Assessors Register (CFRAR).
Why work with QLM?
QLM are actively involved in the setting of industry standards, not just reading and interpretation. The team have been involved in BSI publication PAS 65 The Management of Public Swimming Pools, ISRM publications on waterslides and swimming pool play equipment, as well as the revision of the CIMSPA Risk Assessment Manual and preparation of new industry body guides on behalf of CIMSPA. Andy Ebben has recently been appointed by CIMSPA and endorsed by the HSE to draft an industry guide as part of the HSG 179 Management of Health and safety in Swimming Pools review.
We have previously managed the RLSS / IQL Approved Training Centre Scheme and are currently appointed consultants for pool safety and operation related projects.
